To improve LPTV station KNAV-LP30 by replacing a 16 year old LPTV transmitter and antenna with new channel 28 units. The FCC has reassigned channel 30 to a commercial television station which must begin digital broadcasting no later than May 2002. A new antenna is requested since the channel 30 antenna cannot be converted to channel 28. A new transmitter is requested since the malfunctioning and irreparable current transmitter can only operate at 10% of authorized power.
