To improve public television station KLNE, Ch. 3 in Lexington by replacing its 16-year-old NTSC transmitter. Replacement is necessary due to increased unreliability and difficulty obtaining parts for repairs. The transmitter will be used in conjunction with the state's DTV conversion plans. The station serves a rural population in 15 counties of about 175,000.
