On October 17, 2002, NTIA announced that it would conduct a special grant cycle in FY 2003 for television applications in order to assist as many public television stations as possible in meeting the Federal Communications Commission (FCC) May 2003 deadline to begin digital broadcasting. The special television grant cycle was for both digital television conversion and equipment replacement projects. The deadline for receipt of television applications was Tuesday, November 19, 2002.
For the FY 2003 television grant cycle, the Public Telecommunications Facilities Program (PTFP) received 39 applications which request a total of $17.9 million in Federal funds. Of the funds requested, $12.4 million are for digital television conversion projects and $5.5 million for television equipment replacement projects.
The 39 applications received by PTFP are listed on this Web site. Identification of any application only indicates its receipt and does not indicate that an application has been accepted for review, has been determined to be eligible for funding, or that it will receive an award.
PTFP also has under consideration funding the next phase of 34 digital television conversion multi-year projects awarded in FY00, 01 and 02. A list of those projects is included on the award lists for each year.
Any interested party may file comments with PTFP supporting or opposing an application and setting forth the grounds for support or opposition. PTFP will forward a copy of any opposing comments to the applicant.
Comments must be sent as soon as possible to PTFP at the following address: NTIA/PTFP, Room 4625, 1401 Constitution Ave., N.W., Washington, D.C. 20230.
PTFP will incorporate all comments from the public and any replies from the applicant in the applicant's official file.
